ACTION POINTS FOR THE CHIEF MEDICAL OFFICER PROFESSOR LIAM DONALDSON

   
1. Amendment to the European Specialist Medical Qualifications Order 1995 to allow locum consultants on to a Specialist Register, and fair recognition of locum work which has been denied discriminately by the STA and Colleges.
2. Recall and reassessment of all mediated entry applications.
3. Dedicated NTNs for locums to enable integration and completion of training.
4. Ringfenced SpR posts for doctors currently in locum consultant and other locum posts.
5.

Postgraduate medical education should be the responsibility of new bodies, NOT the Royal Colleges who are institutional racists and corrupt.

6. The discriminatory clauses in the ESMQO 1995 be removed and locum consultants doing the same work as substantive consultants be given the same and equal recognition.
7. In view of evidence of deliberate failing in the exit examination as provided to the CMO (Dr Vowle's letter) this exam be abolished in mediated entry.
8. LDA be recognised as trade union and the DOHINHS negotiate with us now that the BMA has been proved to be institutionally racist in Raj Chaudhary's case.
9. Clear criteria be devised in PG assessment and by the GMC to prevent discrimination.
10. Locum consultants be granted private practice rights. It is ludicrous that a locum can do a tonsillectomy on a patient in the NHS but not the same on the same patient in private.
11.

GMC should be stripped of all disciplinary functions. These should be carried out by a Medical Tribunal chaired by a High Court judge.

12. Tighten the regulation of locum agencies.
13. All references and testimonials and reports should be open and transparent.
14. The LDA should be included in all decision-making in areas affecting hospital locum doctors.
15. Hospital locums have lost out on pay increases. We need to negotiate this with you.
16. There is no increment scale for locum consultants. They earn the same fixed salary for as much as 20 years. This lowers superannuation as well.
